Survey sent by Bruce Flegg

The survey below was mailed by Bruce Flegg, the Liberal member for Moggill and a major supporter of the Kenmore Bypass. This survey, and its online equivalent, apparently is the source of Dr. Flegg's assertion in the Brisbane Times article about the Sub Arterial / Bypass, which the article quotes as, "Dr Flegg also said community surveys he conducted revealed 3000 families indicated Moggill Road was a serious problem and 94 per cent favoured a bypass at Kenmore."

There is nothing wrong with gathering public opinion in a fair manner. However, we assert that this survey cannot be regarded as neutral and scientific, and therefore it cannot be concluded that 94% of the people who received this survey favour the Bypass. As can be seen below, the letter:

  • Sympathizes with traffic conditions on Moggill Road;
  • Takes credit for the study opening the possibility of the Bypass;
  • Notes that last time this was considered, nothing was done due to "a perceived lack of local support";
  • Asks for views "in relation to this project" (the Bypass);
  • Calls this "our chance to demand positive action on this long neglected issue".

The survey does not give any listed options for other solutions for the traffic conditions. Therefore, we assert, those who value our green space, property values, and public money more than they dislike the traffic, and those like us who want a solution to the problem different from the Bypass, are far less likely to fill out the survey. Simply checking the "no" box and sending it in hardly seems like constructive input, and it is clear that the survey's collector desires a particular result. This naturally results in a high "yes" rate. It does not create a fairly representative view of everyone's opinion. As a result, we think this survey should be ignored when evaluating true public opinion.
